Offshore Client Representative (OCR)

Cable Loading & Simultaneous Laying and Burial (SLB) France–Spain Interconnection Project

Vessel: CLV Monna Lisa (Heavy Duty Plough) Campaigns: C1.1 & C1.2 Location: Italy – Spain – Offshore Biscay Area Start: April 2026 (C1.1) / July 2026 (C1.2)

1. Role Overview

The Offshore Client Representative (OCR) acts on behalf of INELFE to supervise, monitor, and control cable loading and simultaneous laying and burial (SLB) operations performed by the Contractor onboard CLV Monna Lisa.

The OCR ensures that operations are executed:

  • In full compliance with contractual requirements

  • According to technical specifications

  • In line with HSE standards

  • Within agreed schedule and quality parameters

The OCR has authority to intervene, escalate, or stop operations in case of non-compliance or safety risk.

2. Scope of Operations

Campaign C1.1

  • Loading: 2 × 52.5 km + 2 × 12.5 km cables

  • Cable loading at Prysmian factory (Arco Felice, Italy)

  • TDR testing

  • Transit to Gaeta (Fiber Optic loading)

  • Transit to Bilbao

  • Simultaneous cable laying and burial (Cap-South to Cap-North)

  • TDR + OTDR testing

Campaign C1.2

  • Loading: 2 × 51.44 km cables

  • Same sequence as C1.1

  • SLB from Lemoniz

  • Final demobilisation August 2026

Total offshore duration (excluding standby):

  • ~70 days (C1.1)

  • ~45 days (C1.2)

3. Key Responsibilities

3.1 Pre-Mobilisation

  • Attend HSE briefings

  • Participate in preparatory meetings

  • Review technical documentation (Heavy Duty Plough, SLB procedures, specs A.3.1 & A.3.2)

  • Develop Daily OCR Report template (to be validated)

3.2 Mobilisation Phase

  • Verify vessel readiness

  • Confirm equipment configuration for cable loading & burial

  • Check carousel configuration

  • Validate compliance with technical documentation

3.3 Offshore Operations Monitoring

The OCR shall:

  • Supervise cable loading operations

  • Monitor TDR / OTDR testing

  • Oversee fiber optic loading

  • Monitor Heavy Duty Plough burial operations

  • Supervise simultaneous lay and burial execution

  • Verify survey operations (MBES, cable tracking, visual inspection)

  • Ensure works follow:

    • Contractual requirements

    • Approved procedures

    • Marine regulations

    • Best industry practices

3.4 Daily Reporting & Communication

  • Review Contractor Daily Progress Reports

  • Issue Daily OCR Report before 10:00

  • Participate in daily coordination call

  • Maintain continuous communication with INELFE

  • Escalate deviations or risks immediately

3.5 HSE Authority

The OCR shall:

  • Ensure full compliance with HSE standards

  • Stop work in case of unsafe or non-compliant conditions

  • Ensure incident investigation and reporting

  • Verify compliance with European PPE standards

  • Ensure Spanish Health & Safety Procedure is implemented when applicable

3.6 Close-Out Phase

  • Review Contractor close-out documentation

  • Deliver OCR Close-Out Report including:

    • Operational feedback

    • Performance assessment

    • Lessons learned

    • Recommendations for improvement

4. Profile Requirements

Experience

Mandatory experience in:

  • Submarine cable installation

  • Simultaneous laying and burial

  • Plough burial in sand and clay

  • Heavy Duty Plough systems (preferably PPL)

  • Cable loading on CLV

  • Marine survey operations (MBES, OTDR, TDR, tracking)

  • Offshore HSE supervision

Technical Knowledge

  • Marine regulations

  • Offshore vessel mobilisation

  • Cable testing methodologies

  • Burial depth control

  • Nearshore and offshore cable installation constraints

Certifications & Compliance

  • Registered “Gens de mer” (Seaman book mandatory)

  • Eligible to work 7 days/week offshore

  • Full PPE compliance (EN standards)

Languages

  • English – mandatory (fluent)

  • French and/or Spanish – required for coordination
