Route Preparation – Pre-Lay Rock Berm Operations France–Spain HVDC Interconnection (Biscay Gulf)

1. Role Overview
INELFE is seeking one (1) Onshore Offshore Client Representative (OCR) to supervise and control the pre-lay rock berm installation activities executed offshore as part of the Biscay Gulf HVDC interconnection project.
Although defined as an Offshore Client Representative, the position is primarily onshore-based, located near the harbour, with potential onboard visits if required for HSE or technical verification.
The OCR represents INELFE’s interests and ensures that route preparation works are executed:
In accordance with contract and technical specifications
In compliance with marine and HSE regulations
In line with schedule and quality requirements
The OCR has the authority to escalate non-compliance and stop works if required.
2. Project Context
The Biscay Gulf interconnection will connect:
400 kV Cubnezais substation (France)
400 kV Gatika substation (Spain)
Through:
275 km of submarine HVDC cables
~120 km of underground HVDC cables
Two bipoles (2 × 1,000 MW)
Four landfalls (France and Spain)
Where seabed conditions prevent burial, rock placement is required to ensure adequate mechanical protection and cable stability.
The current scope concerns pre-lay rock berm dumping to create a berm ramp (approx. 25 m long × 8 m height profile) enabling future cable installation.
3. Scope of Works – Route Preparation
The OCR will oversee:
Rock berm dumping operations
Survey data acquisition and interpretation
Vessel mobilisation verification
Compliance with specifications and procedures
Vessel spread includes:
Split hopper barge (Tjalfe R)
Additional survey vessel (MBES / survey support)
4. Key Responsibilities
4.1 Pre-Mobilisation Phase
The OCR shall:
Attend mandatory HSE briefings (CCTG Framework OCR Rev2)
Participate in operational preparation meetings
Review technical documentation (rock dumping specs, PLGR, pre-lay surveys, HSE procedures)
Develop and propose a Daily OCR Report template (subject to INELFE validation)
4.2 Mobilisation Control
Verify vessel readiness and equipment suitability
Confirm survey systems and rock dumping spread configuration
Ensure documentation compliance prior to offshore execution
4.3 Operational Monitoring (Onshore-Based)
The OCR shall:
Monitor rock dumping execution against design parameters
Verify berm geometry compliance using MBES data
Interpret raw survey data and confirm conformity
Review contractor Daily Progress Reports
Verify compliance with:
Contractual requirements
Approved method statements
Marine legislation
HSE standards
4.4 Reporting & Communication
Issue Daily OCR Report before 10:00
Participate in daily coordination calls
Escalate deviations immediately
Maintain effective operational communication with INELFE
4.5 Authority & Escalation
The OCR is authorised to:
Stop work in case of HSE breach or contractual non-compliance
Require corrective measures
Ensure incident investigation and reporting
4.6 Close-Out Phase
At completion, the OCR shall:
Review contractor close-out documentation
Deliver a Close-Out Report including:
Operational feedback
Performance evaluation
Lessons learned
Improvement recommendations
5. Required Profile
Technical Experience (Mandatory)
Rock dumping operations
Offshore route preparation
Interpretation of MBES and raw survey data
Marine regulatory framework
Offshore HSE supervision
Experience in submarine cable projects is strongly preferred.
