Project Overview

INELFE is developing the France–Spain HVDC interconnection via the Bay of Biscay. The project consists of two ±1,000 MW HVDC links connecting Cubnezais (France) and Gatika (Spain) through approximately 275 km of submarine cable and 120 km of underground cable.

Ahead of cable installation planned for 2026, INELFE requires two (2) Offshore Client Representatives (OCRs) to supervise offshore route preparation operations.

Role Purpose

The Offshore Client Representative acts on behalf of INELFE during offshore route preparation activities, ensuring that all operations are executed safely, in compliance with contractual and technical requirements, and in accordance with applicable marine regulations and HSE standards.

Scope of Operations

The OCR covers offshore route preparation activities including:

  • Pre-Lay Grapnel Run (PLGR)

  • Pre-lay survey (MBES, SSS, visual inspection, TSS440)

  • Boulder clearance

Operations are performed using a DP2 survey vessel equipped with work-class ROV, grapnels, and boulder removal tools.

Key Responsibilities

Before Mobilisation

  • Attend HSE briefings and preparation meetings

  • Review project documentation, procedures, and specifications

  • Familiarise with vessels, equipment, and planned operations

  • Propose a Daily OCR Report format for INELFE approval

During Offshore Operations

  • Verify vessel mobilization and equipment readiness

  • Ensure works comply with INELFE specifications, contracts, procedures, and legislation

  • Monitor PLGR, survey, and boulder clearance activities

  • Review Contractor Daily Progress Reports

  • Issue a Daily OCR Report to INELFE before 10:00 and participate in daily coordination calls

  • Ensure safe, efficient, and timely execution of works

  • Exercise stop-work authority in case of HSE or contractual non-compliance

  • Ensure proper incident reporting and investigation when required

  • Maintain clear operational communication with INELFE

Close-Out

  • Contribute to and review offshore close-out documentation

  • Provide operational feedback, performance assessment, and improvement recommendations

Required Profile

  • Proven experience or strong knowledge of offshore route preparation activities (PLGR, pre-lay survey, boulder clearance)

  • Good understanding of marine regulations and HSE requirements

  • Fluent English (mandatory)

  • Registered as “Gens de mer” (Seaman Book) to allow 7-day offshore work
